Introduction to sites, pages, and site collections
A Web site is a group of related pages and applications in which your team can work with projects and share information. Multiple subsites and pages related to a specific project, workgroup, group, or location can be organized under a single site. When you create a subsite (or a site collection), you can choose from multiple site templates to quickly build the site.
In general, terms such as sites, sites, pages, and Web pages are used almost interchangeably. In SharePoint, the words "Site" and "page" have more specific meanings. Sites are typically used as a location for group collaboration or information sharing. For example, common site templates include team sites, blogs, and document centers. The pages on the site are designed to include a wide variety of Web parts, rather than having their own navigation elements.
The grouping of sites, pages, and top-level sites is called a site collection. A top-level Web site is a site that is at the top of the site collection hierarchy and requires site collection administrator permissions to manage it. Regardless of where you are in the site hierarchy, a higher-level site is called a "parent site," and a lower-ranking site is called a subsite. Under the top-level Web site, you can split content into subsites and then further organize them into lower-level subsites.

Whether you have permission to create sites and pages depends on how your organization configures permissions for the site. Some organizations need to tightly control who can create sites and when and where to create them. Other organizations allow users to have more freedom to create sites as needed.
At a minimum, you need equal access to the members group of the site to create subsites or pages on the site. Your site may have been configured to require different permissions. If you do not have the required permissions, please contact the site administrator.
Although a new site created from the Site page does not inherit the appearance, permissions, and navigation of its parent site, by default, the new subsite does inherit these settings from its parent site, and you can change those settings at any time. For example, the top link bar includes a series of site names with hyperlinks that span the top as part of site navigation. You can allow a new subsite to inherit the top link bar behavior of the parent site, specify a different set of links, or delete it from the top of the subsite. You can also decide whether you want to display a link to the new subsite in the navigation element of the parent site.
A) Click New site in the website
Your site will be created in a predefined location by the site administrator, and the site will appear in the site you are interested in. Your site does not inherit permission settings or navigation from other sites. Once you've created your site, you can add a document and use start with title to share your site with others, change the appearance, add apps to the site, and more.
