This problem occurs because Excel 2007 will repaint all the shapes on the worksheet when you move the pointer. This problem can occur even if no shapes are visible on the current screen. As a result, automatic recalculation of the outer shape of the screen slows down the pointer and the scrolling response time. Solution:
First, install the Office Excel 2007 hotfix package (Oart-x-none.msp, Oartconv-x-none.msp)
