Select top page size *

(Id not in (select top (page size * (page size-1) id from Users order by id desc) // skip (page size * (page size-1 )) records
ORDER
ID DESC

2. pagination that meets the condition record (note that your query conditions should be distributed in two query statements, remember)
Select top page size *
FROM
Users
WHERE
+ Your query Conditions
AND (id not in (select top (page size * (page size-1) ID where + your query condition FROM Users order by id desc ))
ORDER
ID DESC
