ORA-12541: TNS: no listeners, ora-12541tns
After I reinstall Oracle yesterday, ORA-12541: TNS: no listening program error occurs when I connect oracle with PL/SQL Developer, for example:

With the help of Brother Wang Peng, I found that the oracle listener was not started and the connection was successful after the listener was restarted. I would like to share with you the following:How to start oracle listening.

1. Open Net Configuration Assistant

2. Select Listener Configuration and next step

3. Select "reconfigure" and click "Next ".

4. Select the listener. The default value is "Next ".

NOTE: If your listener has been started, a prompt box is displayed. Select Yes.

5. Select the protocol and use the default TCP protocol. Next Step

6. Select the port number and use the standard port number 1521. Next

7. Do not configure another listener. Select No and click Next.

8. Listener Configuration is complete. Next Step

Reconfigure the service name and test the connection

1. Select the Net Server Configuration and click Next.

2. Select "reconfigure" and click "Next ".

3. Select the Database Name and click Next.

4. Fill in the service name, that is, the full database name when you create the database. Next Step

5. Select the TCP protocol and click Next.

6. Enter the Host Name (you can enter your IP address or your host name), and use the standard port number 1521. Next

7. perform the test. Next Step

8. Select change Logon

9. Enter the user name and password, and click OK.

10. test connection successful. Next Step

11. Network Service name, default (same as the previous database name), next step

12. If no other Net service name is configured, select no and next.

13. Net service name configuration is complete. Next, complete

Start PL/SQLDeveloper, enter the user name and password, and log on successfully.
