Symptom: The Oracle database for the Windows operating system, which uses a sqlplus connection (without specifying the instance name), connects quickly, and it takes about thirty or forty seconds for the program to connect or to use the connection tool or to test the connection in net Manager (the program connection may fail).
It also takes thirty or forty seconds to pass the tsping localhost test.
Review the Monitoring warning log (which is described later in this article) with the following information:

The possible reason is that the listening log is too large (more than 4G).
Stop listening, delete the listening log (need to delete 4 directories of the log), turn on monitoring, the connection is slow problem resolution.
The Oracle 11g monitoring log directory location is as follows:
