Oracle developers should use SQL to achieve everything possible. If SQL cannot be implemented, PL/SQL should be used. If PL/SQL cannot be implemented, the user interface should be built in any language.
Comments have their place in code, and they shocould certainly be used to explain complex algorithms. I always prefer, however, to let the code speak for itself-tell its own story.-Steven Feuerstein
