Oracle offload is a very cumbersome and meticulous thing, in the initial installation of Oracle must ensure that the parameters are accurate and reasonable, do not affect the use of late. When I first installed Oracle, I also filled in some wrong parameters, which led to the unavailability of Oracle, then the comprehensive online data and your own personal tests, extracts the Oracle complete uninstall process as follows:
To completely uninstall the oracle11g step:
1. Start-> Settings-> Control Panel-> Management Tool-> Service stop all Oracle services.
2, Start-> Program->oracle-orahome81->oracle installation products-> Universal Installer, click "Uninstall Product"-"Expand All", select except "Oradb11g_home1" All directories outside of the directory, delete.
3. Run regedit, select Hkey_local_machine\software\oracle, and press Del to delete this entry.
4. Run regedit, select HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services, scroll through this list, and delete all Oracle portals (keys starting with Oracle or Oraweb).
5. Run refedit,hkey_local_machine\system\currentcontrolset\services\eventlog\application and delete all Oracle portals.
6. Delete all keys prefixed with Ora, Oracle, ORCL or Enumora in the HKEY_CLASSES_ROOT directory.
7. Delete Hkey_current_user\software\microsoft\windows\currentversion\explorer\menuorder\start Menu\ All keys in the programs that start with Oracle.
8, delete Hkey_local_machine\software\odbc\odbcinst. INI In addition to the Microsoft ODBC for Oracle registry key, all the keys that contain Oracle.

9, My Computer--Properties-- Advanced-to-environment variables, delete environment variables classpath and path for Oracle settings. (Only the path is set at the time of installation, it may have been completed with the use of your own software, but it still needs to be checked).
10. From the desktop, the Startup group, the Programs menu, delete all the groups and icons about Oracle.
11. Delete all Oracle-related directories (if not deleted, restart the computer and then delete it) include:
1 . C:\Program file\oracle directory.
2. oracle_base Directory (the installation directory for ORACLE) .
3. C:\WINDOWS\system32\config\systemprofile\Oracle directory .
4. The C:\Users\Administrator\Oracle or C:\Documents and settings\administrator\oracle directories.

Note: The first four items marked black must be done manually, and may be completed at the time of your own software uninstallation!
12. Delete all Oracle-related ODBC DSN (not required) if necessary
13, to the Event Viewer, delete the Oracle related log description: If there are individual DLL files can not be deleted, then ignore, restart, start a new installation, install, select a new directory, then, after installation and restart, the old directory and files can be deleted.

At this point the uninstall task has been completed, after the completion of the restart and the installation of Oracle, there may still be some parameter errors, such as prerequisites here, my check is not always pass, always error.
It doesn't matter, we can try to ignore a few small errors, let it continue to install, found that the database is still working properly, to prove that the uninstall and reinstall work is in place.
Due to the harsh environmental requirements of Oracle, please be patient and careful to try a few more times, if not, it can only re-install the system this step.
