Cause:
The oracle database is migrated through the cold copy (off the database) method. After the migration to the target server, if the owner of the oracle file is not changed from root to oracle, execute the startup command, and then report the ORA-27121, view the oracle process, the process is running, but the owner is the root user.

As a result, when the oracle instance is started for memory allocation, this error is caused by unallocation.
Solution:
Kill started processes, restart the system, and start oracle instances properly.
