1. Installed Oracle 12c Client for Windows, received from colleagues, said to be 64-bit, but I did not find contains 64 such file name or the contents of 64 bits.
The 64-bit version of plsqldev1104, which was obtained from colleagues, also has a 936 32-bit version, and the result is always prompt when connecting to an Oracle database:

It's easier to use Plsqldev, and you don't have to remember this kind of command.
2. Plsqldev is charged, under eclipse probably found under, Toad extension is free, and in addition to Oracle, but also support other databases. There is no time to study Toad,plsqldev support breakpoint debugging, under study.
