I use PIL this library, use OpenCV library also can
From PIL import Image
Img=image.open ("Demo.jpg")
Img_array=img.load ()


Then you can read the pixel value by img_array[x,y].
In addition img.size view the picture size, or you can set the RGB pixel value by img_array[x,y]= (11,22,33)

Import Cv2
Import NumPy as NP

Img=cv2.read ("Demo.jpg")

Then you can read the pixel value by img_array[x,y].
