Passing parameters through Windows Oracle9i proc Programming

In windows, proc does not support access through the parameter list, but in Linux, it does!

Void insert_sale_to_db (float tm)

Exec SQL WHENEVER SQLERROR GOTO ERROR;
Exec SQL INSERT INTO SALE VALUES (: tm );
Exec SQL COMMIT WORK;

ERROR:
Makelog ("debug. log", "db_show ");

This code is incorrect. proc will prompt the undefined identifier. This is because tm cannot be used directly, and tm should be accepted by defining another variable in the function body.
