Perl code that sorts by column for m x n like tables _perl

Tables that manipulate CSV are often encountered in Perl processing files. Such a table resembles a two-dimensional array, so the actual operation of the two-dimensional array is done.
For such rows and columns, we often need to follow a column, or sort by a column, and then another column, and paste the Perl implementation here so that we can use the lookup next time.
