Step 1th: The toolbar finds the pen tool and hooks the middle part of the character, as shown in the following figure

2nd Step: Ctrl + Enter the path into a selection, ctrl+j copy a layer out, as shown in the following figure

Step 3rd: Use the Pen tool to hook up the outline of the wings, as shown in the following figure

4th Step: Ctrl + Enter the path to a selection, the new layer fills white, as shown in the following figure

5th step: Add the outer glow style to the layer, opacity reduced to 40%, as shown in the following figure

Step 6th: Use the Pen tool again to hook out the outer contour of the wings, as shown in the following figure

7th step: New layer pull gradient, the effect shown in the following figure

Step 8th: Merge the two layers of the wings and copy one out, flip it horizontally on the right, as shown in the following figure

9th step: Ctrl+t Free transformation, right click the mouse deformation, slightly adjust, as shown in the following figure

10th: Finally use the brush tool to adjust the parameter size, create a new layer at random click on the canvas, to create a small star effect, the final effect as shown in the following figure
