Well, after you set up your document, you first pull out the background of the following image with a radial gradient (the color values I use here are: #97c9ca #0a4d56 #061e1e).

To create a new layer, first set the foreground and background colors to: #0a4d56 and Black, and then select the filter-render-cloud.
