It will be an interesting experiment for you to use tools such as image adjustment layer and layer blending mode, as well as practice using liquefied filters and brush tools. This is an intermediate tutorial, so some steps can be tricky, but why not try.

Look at the effect chart first.

1th Step

Create a new file size of 900px * 1169px with black background. Use your downloaded blend to draw randomly on the canvas, as shown in the following figure.

Hint: You need to set the flow and opacity to 40%-60%. You can also work with the Eraser tool, in some areas as well.

Cut the girl from the character picture and paste it into our canvas and resize it, as shown in the following illustration:

Use surface blur to smooth the character layer with the following settings:

Then we can use the eraser to remove the edges of the character layer, as shown in the following image:

Note that you can adjust the eraser tool to remove the body texture by adding more depth to the opacity and flow:

2nd Step

Now, we can add the following clipping mask to the layer:

Apply the layer Mask eraser locally on this adjustment layer (the following image erases the red area):

The following effect appears:

Apply to this adjustment layer on the following layer masks:

With a soft white brush that paints a shiny spot in the eyeball, this will be a surreal effect for our image:
