The feather effect of the filter is mainly to use the wind filter in the Photoshop filter to show the edge of the feather, and then use the layer mode to make multicolored effects.
1. Create a new image file in Photoshop with RGB color mode.
2. Create a new layer, select the Lasso tool to draw a simple feather shape, as shown in the picture:

2. Select "Filter" > "Stylize" > "Wind" (Filter-style-breeze), select the direction "from", as shown in the figure.
3. Copy the feather layer, select "Edit" > "Transform" > "rotate", rotate the copied feathers and place them in the position shown below to form a complete feather.
4. Select the feather layer you just copied, and perform the Select "Layer" > "merge Down" to merge the layers. Then select "Layer" > "Layer Style" > "Color OverLay" to set the color to white. Then select the Paint Bucket tool to fill the background with black. The following figure:
5. Create a new layer, use the Brush tool, and choose a different color to sketch the feathers. The following figure:
6. Now, set the pattern for this layer drawn by the brush as "Multiply" and the final effect is as shown.
