The final effect is as follows.
Create new file, default white background, 1275px width, height 610px. The page loads into the Photoshop texture image and selects portions of the paper texture to copy and paste into our document.
Use the soft eraser edge to fade the page as shown in the following illustration:

2 Add text and variants
Add text, use the font you like, and type some text.
Copy the text layer at once, hide the original text layer, right-click the copied layer, and select grid type/layer.
Using the filter-liquefaction tool, use the following settings.
Manipulate the text so that they form the following shapes.
Add some patterns in black text, use the following brush settings:
Using the above brush, draw some white and blue lines on the black text, as shown in the following illustration:
3 Additional effects
Extra effect: Add a little bit of shadow to copy our raster text layer and compress it with the free transform tool.
You can also add some particles around the particle brushset text.
Use a halo brush to add some halo effects around the text.
To embellish the steps, add the following optional color adjustments to all previous layers:
If you are using Photoshop CS6, you can also flatten the image, copy the background layer, and use the filter-oil painting filter.
Use soft eraser To remove parts of the oil painting effect layer.
The final results are as follows.
