1 Execute file/new command, in the pop-up new window input width is 400pixels, height is 200pixels, mode is RGB Color, contents for white, press OK.
2 Create a new layer Layer1 layer and make it the current layer.
3 Use the Type tool (Hollow T) to enter "colored paper" in the channel, choose Size 200, press OK. Move the font gridlines to the appropriate location.
4 Press Q key to enter Quick mask, execute filter/distort/ripple ... command, set amount as 50,size for large, press OK.
5 Press Ctrl+alt+f to open the above filter again, set amount to 300,size for small, press OK. Press Q to exit the quick mask.
6 Press the D key to make the foreground color black. Fills the selected area by pressing Alt+delete the previous color.
7 Press Ctrl+d deselect range, execute Filter/noise/add noise ... command, set amount to 560,distribution as Gaussian, and do not set monochromatic entry.
8 Perform filter/pixelate/crystallize ... command, set the cell size to 5pixels, and press OK.
9 Press the Ctrl+e key to merge the type layer with the background layer.
10 Perform image/adjust/selective Color ... command, setting: Colors:blacks; cyan:0; magents:0; yellow:0; black:-100; Method:relative. Remove the black from the image.
11 Finish effect.
