The effect of the picture is a little complicated, but after careful observation will find that the wings are made up of some of the same small wings superimposed. The key is to make a small wing, and then through the copy, color, resize and modify the blending mode to form the desired large wings.

1. Create a new 1200 * 800 pixel file, select the Gradient tool, set the color to light blue to dark blue as Figure 1, and then pull out the radial gradient shown in Figure 2 from center to corner as background.

2, first to make wing body part:
Create a new group, create a new layer in the group, and use a pen to check out the selections shown in the following figure, fill lavender: #CEA5EC, remove the selection and add a layer mask with a black brush the gradient of the bottom edge of the wing is wiped out, as shown below.

3, a new layer, press CTRL + ALT + G to create a clipping mask, set the foreground color to magenta: #EA75F6, with a brush to the bottom of the selection section to paint the front view.
