First look at the final effect:
1. Create a new document first. Size customization. Select "Filter"-> "Noise"-> "add Noise", and in the dialog box that appears, we leave the default settings. Figure:

5. Press the CTRL+J key again to copy the layer, select "Filter"-> "Twist"-> "Rotate Twist", set angle to-500, as shown in the following figure:
Then press Ctrl+f to apply the settings.
6. Change the "blending" mode to "brighten", then press Ctrl+e, the effect is shown in the diagram:
