The final image
Step 1
First, open the character image in Photoshop. Go to image > image size.
The size of the image is set to the screenshot below.
This is the resized image.
Step 2
Next, repeat the image by pressing CTRL + J. There will be a copy of the original image background above the new layer. With the background copy layer, select Click CTRL +i reverse phase.
Change the layer overlay mode to overlay 100% opacity.
This is the result of changing the layer overlay.
Now layer > > Smart object, convert layer to smart object.
Step 3
Next, copy the background layer, perform filters > Other > High Contrast
The radius of the filter is set to 4.2 pixels.
Wipe out the high contrast layer of the characters hair eyes lips and other parts:

Select a high contrast layer and add a mask
Now in the tool panel, select the Brush tool very soft wheel brush hardness (0%). The opacity of the brush is set to 20-40% opacity. Next, wipe with black color, around the eyes, lips, nose and hair parts.

Hold down SHIFT + CTRL + ALT + E to merge all layers.
After the layer is merged, then filter > Sharpen > USM Sharpen. Set the USM filter to the screenshot shown
Step 6
Now we will give the image color adjustment. For this purpose, layer > New Adjustment layer > Natural saturation.
This is the setting for the adjustment layer. Be sure to set the opacity of 40%.

Step 7
Create a blank layer above the new layer (Ctrl + Shift + N). Next, use the Smudge tool in the tool panel. Check all layers for sampling

Next, create the photo filter adjustment layer. Use the color # 9b1dea to set its concentration to 30%.

Dig out the characters.
Draw a shape in the canvas with the pen tool
Fill Color # 873fa0
Layers > Layer Styles ... Use inner shadow and inner glow
Wipe the hand out.
Step 11
In this step, we use a hair brush to draw the hair.

Draw more hair.
Adjust hair position and shape
Select the selected hair, fill the fill color # 3a2b23.
Copy a layer of hair to fill a slightly darker color. Put it underneath the light layer
Combine the hair layer, the effect is as follows

Finish the hair and we will add some textures. To achieve this, first create a new document size of about PXL x pxl. Make sure the foreground color is set to black. Create a new layer to fill any color. Then, go to filter > Render > Fiber.
