Create a new document in Photoshop. 1920x1200 pixel, because work is destined to become a wallpaper with a resolution of 72 pixels per inch.

Background filled with dark green (#41514c).

3rd Step

To create a background texture effect. Create a new layer to edit > Fill. Open the Pattern library and click the small arrow in the upper-right corner of the window. Then click on the load pattern and select the pattern file you downloaded.

If you do not have this pattern, you can try to use other textures to achieve the same result.

Select Pattern2_380_hard and press the OK key to fill the background.
