First step
Open Photoshop and create a new 2560-pixel *1600 pixel document. Then press "Shift+f5" to fill the background with red. The effect is shown in the following illustration.

Second Step
Below need to add a pattern, click here to download a bright aluminum material. Then in the menu bar select "Layer > Layer Style > Pattern Overlay", change the blending mode for the screen, select the material just downloaded, set the opacity to 19, press OK. Set as shown in the following figure.

Third Step
Then click the gradient overlay, the gradient color from black to white, in the selection of Gradient Color dialog box, the black small color block to the white direction. Change the blending mode of the gradient overlay to multiply, set the opacity to 40, and zoom to 35. The following figure shows the exact setting.

Fourth Step
Click the New Layer button to create a new layer at the top of the layers panel and press "Shift+f5" to fill the black. Then adjust the foreground and background colors to black and white, and then select Filter > Noise > Add Noise in the menu bar to adjust the quantity to 10. Select Image > Adjust layer > Levels in the menu bar to adjust to white spots on the black background. Finally, select Filter > Blur > Radial blur in the menu bar to set the simulation method to rotate and quality is best.
