Photoshop to make light and flowing neon text effects

Step 1

Open Photoshop, create a new canvas, and press "SHIFT+F5" to fill the black. Then select Layer > Layer styles > Gradient overlay to set the gradient style to radial and the gradient color to center #38556f to the surrounding black. When the settings are complete, the carriage return determines.

Then create a new layer on the main canvas, press "Shift+f5", select the fill with the pattern you just downloaded, and choose the soft light with the layer blending mode.
