PHP.ini cannot be loaded under Linux

My environment is nginx+php5.0+linux.
When I compiled PHP, I have specified the php.ini directory is/usr/local/php/etc, but also copied it to this directory, but I see Phpinfo (), the configuration file has been (none), this is what happened. But 10% of the chance, I put Nginx and php-fpm closed again open, and will load. Depressed, dead.
