So Pip is definintely In/usr/local/bin/pip but it are been cached as IN/USR/BIN/PIP, to the StackOverflow question , the solution is very simple:hash-r
When the ' cache is clear ', the PIP is working again.

Then you can use the PIP when you are working on it.
