3. The error in step 2 should be related to encoding. Search Baidu after the solution:

In your Python installation directory of the Lib directory, find site.py, modify the Def setencoding () method
Def setencoding ():
   .....
   ....
    If 0:
        # Enable to support locale aware default string encodings.


4. After the change is saved, enter PIP install requests successfully

5. Verify that you are truly successful

Enter import requests in the Python command line format, no error can continue input is successful
