1. Install PLSQL developerProgramOr toad for Oracle;
2. Decompress oracle_instantclient_10_2.rar, modify the reg. reg file, and change the values of "LD_LIBRARY_PATH" and "tns_admin" to the decompressed path.
3. Set the environment variables and append the decompressed path in step 2 to the path.
4. Modify the tnsnames. ora file in the oracle_instantclient_10_2 \ Network \ ADMIN directory. This file is used to configure database connection parameters.

In practice, it is found that PLSQL developer can, toad for Oracle must still install an Oracle client, you can select the minimum installation mode.
