Download Oracle Instantclient_11_2 and Plsql

Extract Oracle Instantclient_11_2 to any directory

Create a new network in this directory, create a new admin in the network directory, and in the installation directory from Oracle

Copy the Sqlnet.ora and Tnsnames.ora two files to Oracle Instantclient, as follows

Configure environment variables on your own computer

Configure Plsql

Open Plsql, click Cancel, go to the main screen, select tools----> Preferences,

Select your own path, respectively.
