Problem: Plsql:plsql Chinese garbled, display question mark

Workaround:

1. View SELECT * from V$nls_parameters View the first row in the table value value is Simplified Chinese

2. Check the registry to find the Nls_lang, and see if the value data is: Simplified Chinese_china. Zhs16gbk

3. If none of the above settings are a problem, look at the settings for the environment variable and see if there is a variable nls_lang, if the environment variable is not created
