Unfortunately, in the multi-device era, this clumsy process is becoming meaningless. Create a complete and filled design object-in fact, it is basically impossible to describe all the website environments, percentages, user preferences and details in PS, and stop trying. Stop describing "iPhone view", "iPad view", and "Cinema display" view. There are many situations to handle.
Articulating states-for Hovers, clicks, and other interaction elements, it is better to build a prototype directly than to design a low-quality layer object in Photoshop. There are more aspects to work on the entire website (performance, responsiveness, human engineering, overall perception), not just visual differences. Using PS to outline an idea is one thing, but according to my experience, designers usually cross the boundaries of such things.
Use a tool that makes you feel comfortable to clearly identify the time point and the extent to which it will be meaningless. Make full and reasonable use of all the tools in your toolbox, do everything well, and come up with a way to communicate your design ideas with the customer, rather than prompting the customer to think that there will be a complete description with all the details, complete the PSD design.
