If you do not want them to make random changes to their own Internet Explorer homepage, you can lock them through Group Policy settings, and others will not be able to open the browser home page settings. The specific steps are as follows:

After you open the Group Policy Editor, expand User configuration → administrative templates → windows components → Internet Explorer options, and then select the Disable Change master settings policy entry, set it to Enabled, and then enter an address for the home page.

In this way, opening IE browser will automatically open the home page of the settings, and you cannot make changes to the home address in Internet Options.

In addition, the disabled features for items such as "Prohibit changing language Settings", "Prohibit changing color settings", "Prohibit changing font settings", "Disable changing accessibility settings," are available in this window, and can be set according to your needs.
