Final effect

1, create a new document. I set it to 800x600 size. Select the Paint Bucket tool (G) to fill the background with black and then copy a layer (CMD+J).

2, go to "filter > Render > Lens halo" and place the halo in the right place.

3, repeat the second step, and then place a halo to another position that you think is appropriate.

4, go to "Filter > Pixel > Copper Carving", the type is set to short straight line. Repeat copper Carving (cmd+f) about three times.

5, after completing the above steps, go to "filter > Blur > Radial Blur" and set the parameters as follows: quantity: 100; Fuzzy method: scaling; quality: good.
