TIPS: Note that this article is about making the background texture behind the ring, not the ring!

1th Step

First dye the background color black. Then create a new layer and fill it with neutral gray by selecting 50% Gray in the Edit > Fill.

2nd Step

Re-set the foreground color to black, go to the Filter gallery, select a halftone pattern, and set the following to create a row of slightly blurry black and white dots.

3rd Step

The black and white dots obtained by the above filters are somewhat blurred and can be adjusted by color bands. In the Color Order dialog box, the distance between the input level slider increases the contrast, the blur disappears, and the point becomes round and good.

4th step

Create a new layer underneath the layer at this point and still fill it with neutral gray. Then click on the point layer to activate it, go to the channel panel, hold down CTRL, click on the RGB channel thumbnail, and load the white point into the selection.
