This Photoshop tutorial does not have much difficulty, just need to clever brush to set up to achieve this effect. The last side of the article also provides a set of brushes to download.

Here's how to make it, if you download the brush at the end of the page, you can skip the first three steps without looking.

First step:

Open the original image, select the Custom Shape tool (shortcut key u), set the path in the property panel, expand the shape, select PS from the Love shape

Second step, create a new layer, press to shift+alt with the mouse to drag out a love shape. Hold down CTRL and press ENTER to load the selection. Fills the selection with solid black. The following figure

In the Edit menu, select the Brush preset, define the love you paint as a brush, and then delete the new layer, and then do not need to use it:

In the third step, select the brush you just defined and press F5 to set the brush. All settings are shown below (carefully set, this step is critical):
