Method/Step

Open the picture in PS software, click File-Save as Web All format, pop up Save dialog box, also can use Alt+shift+ctrl+s shortcut key

Select JPEG in the file format, followed by a small triangular drop-down button called the Optimization menu, click the Optimize File button in the Optimize menu.

The Optimize file dialog box is displayed, set in the Optimize File dialog box, and set the desired file size. There is a small trick is if you need to 10kb, set to 9KB, if you need 100KB, recommended set to 90KB. Then click OK
