Selection Tool

Select "Filter" > "pixel" > "Mosaic" in the menu bar, then adjust the size of the mosaic pixel in the pop-up dialog box, adjust according to your needs, and click OK after the adjustment is complete.

Below the lower-right layer, click the third button to add a mask to the copied layer.

Select the Brush tool in the left toolbar, and then select a soft brush in the brush to adjust the brush size to suit your needs.
