Check whether it is loaded with mouse-related plug-ins, such as MagicPrefs, Smoothmouse, Jitouch and so on. This type of software can result in the inability to click Allow and Always allow two buttons.
Individual guesses that this kind of software proxies the mouse events of the system, but OSX internally verifies the source of the Click event, and detects that not the native click does not take effect.
I first uninstalled the magicprefs but not the same, and then stopped using Smoothmouse and Jitouch just fine. It's OK to enable it after authorization. So I'm not sure which software is causing it.
