"Sslerror:the read operation timed out" when using PIP

This used to happen to me from time to time, and now I can ' t install anything. I tried adding --timeout=600 , but it fails in the same amount of time (a few seconds after reaching 8.0M). Any idea on how to solve this?

pip --default-timeout=100 install django
