This 20% bandwidth is not "reserved", meaning that programs that use the QoS application Programming Interface (API) can request 20% of the bandwidth at most on each interface base link, but the bandwidth can still be used by other programs if the program is not fully utilized.

In Microsoft's technical resource plan, applications running on Windows XP PCs can share all of the network bandwidth unless the application specifically requests priority bandwidth. However, if the requested application does not send data, these "scheduled" bandwidth is still available for use in other applications.

By default, an application can schedule an aggregate bandwidth of up to 20% of the base link speed for the underlying link on each interface of the terminal system. If the bandwidth-reserved application does not send enough data to take full advantage of the bandwidth, the unused portions of the predetermined bandwidth will still be available for other data streams on the same host.

It is obvious that the so-called 20% of the reserved bandwidth is purely individual people out of context, misleading and audio-visual.

If you must turn it off, follow these steps:

1. Run the Group Policy Editor Program (Gpedit.msc). In the ' Local computer ' policy, expand the computer configuration → administrative Templates → network → QoS Packet Scheduler branch. The QoS Packet Scheduler policy appears on the right side of the screen. (Computer science)

2. Click Limit to retain the bandwidth for the right child item. Click Properties next to show under limit to retain bandwidth. Click "Settings". Setup gives us three choices (not configured, enabled, disabled), select Enabled, and then set the% next to the bandwidth limit to 0%, and then press OK to exit.

3. Click "Start" → "Connect to" → "Show all connections". Select the connection you established, right-click the property, click the network in the connection properties that appear, and, in the Network dialog box that appears, check whether the QoS Packet scheduler in this connection uses the following items has been ticked, and then exit as determined.
