When you want to create a SharePoint 2013 workflow, open SharePoint 2013 Designer (hereinafter referred to as SPD) and find that there is no SharePoint 2013 workflow option. Originally, the SharePoint 2013 workflow was not installed with the SharePoint 2013 Server and needs to be installed and configured separately.

I mainly record this issue of 404 here. First, check whether your Workflow Manager Site in IIS is accessible. Note that the default port address of http is 12291. Check whether you have sufficient permissions, that is, whether to use the command line run by the Administrator.
If you have done this step carefully, but the error code is still 404, check whether your system version is Server 2012 R2. If so, read it down.
