Repeated oracle rownum page data

Common paging statements for repeated data in oracle rownum paging are as follows:

Select * from (select row _. *, rownum rownum_from (select p. id from table1 porder by p. DATA_UPDATE_TIME desc) row _ where rownum <= ?) Bwhere B. rownum _>?

This problem occurs when the DATA_UPDATE_TIME in the red part cannot uniquely determine the sequence of records, for example, there is a duplicate DATA_UPDATE_TIME. Write the statement as follows:
Select * from (select row _. *, rownum _ from (select p. id from table1 p order by p. DATA_UPDATE_TIME desc) row _) where rownum _>? And rownum _ <=?

OK. Another method:
Select * from (select row _. *, rownum rownum_from (select p. id from table1 porder by p. DATA_UPDATE_TIME desc, p. id desc) row _ where rownum <= ?) Bwhere B. rownum _>?

Just add one more repeat.
