Resolve Python for vs not in Chinese in VS

Using Python for vs new project in Windows will use the default ANSI encoding (Chinese system: GB2312), if using Chinese cannot compile

Workaround:

1. Advanced save with file to change the encoding format to Utf-8, but you need to do this every time you create a new project.

2. Find the following program.py, with Notepad open the change code to Utf-8, save. (The C-drive needs to be copied and replaced without permission to write the modifications)

PS: This is the template in the cache file, if the first install plugin has not been used, replace the zip file in Projecttemplates-python.
