The first way is

This approach is to uninstall the Microsoft SQL Server 2013 Express LocalDB, by starting the menu-control page-Add Remove Program-find Microsoft SQL Server 2013 (2012 Express LocalDB ", then we click Uninstall after restart the computer, we open SQL Server Configuration Manager, will show normal use.

The second way is to upgrade the database

Upgrade your current database version to a newer version of the database, or upgrade SqlServer2008 to SP1 or SP2.

The third way is to manually start the database service item
