My environment is the bottom of the W2012R2 hyper-v,3 platform made cluster, and then managed with SCVMM, recently mutated into this:

Virtual Machine Manager cannot complete a Windows remote management (WinRM) request on computer ctu1-s-hypv-001.contoso.com.
Recommended action
Make sure that the Windows remote Management (WinRM) service and the Virtual Machine Manager Agent service are installed and running. If you have a firewall enabled on your computer, make sure you add the following firewall exception: a) Http/https port exception b) Scvmmagent program exception.
Don't know where the problem lies? Uninstalling the SCVMM agent to re-push the installation is still the problem.

Finally find out the problem is now:
The credential assignment (Computer Configuration-Administrative Templates-System-credential Assignment) setting above the SCVMM Management Server is now modified to not configured. By default, this setting is enabled, and its value is the SPN (wsman/*) that corresponds to all target computers;
After we modify the setting to "enabled" and modify its value to wsman/*, restarting SCVMM and then refreshing the cluster/host is OK, the error disappears.
