Open ArcGIS \ DOTNET \ addinstance.exe in the installation directory. Add a new service. Here I will test the addition of "arcgisserver", so the rest access URL is changed to localhost/arcgisserver/reset. In addition to this method, you can also delete the original ArcGIS and add another ArcGIS so that you do not need to change the URL.
