Set PHP to load INI config file path under Apache, ~ and curl extension cannot load the problem

PHP is loaded into Apache as a module, and the PHP config file directory is c:windows. This is unreasonable, should choose the PHP itself directory configuration file load, can be set in Apache httpd.conf configuration file Phpinidir "here to fill in the PHP configuration file directory."

There are problems with the curl extension failing to load, and the problem is very strange, and the rest of the extensions are loaded properly, except that curl's extension cannot be loaded. Baidu search out the first few solutions are invalid, one of the methods to solve the problem, but I still do not know the root cause of the problem. The problem is solved by putting the PHP directory in the environment variable, and then restarting the server to solve the problem.
