Set the clock for Delphi's win control using the SetTimer function

Where Wm_timer messages do not appear in Tcontrol and Twincontrol. Because the first argument to SetTimer is a handle, I don't think I can set it to Tcontrol, even though the parent win control may be forwarded to the child graphics control, but it's generally not necessary.
