First install the two software. Then modify Tnsnames. ora file to add a database.

Modify as follows: Add:

demo = (description = (address = (Protocol = TCP) (host = 10.0.3.162) (Port = 1521) (CONNECT_DATA = (Server = dedicated) (SERVICE_NAME = demo) to add a remote database to the client of the local machine. Then open the PL/SQL Dev software. In tools> preferences, modify:
Oracle main directory name: C: \ ora10instantclient \ OCI Library: C: \ ora10instantclient \ OCI. DLL
after this setting, you can use PL/SQL Dev is used to access the remote ORACLE database.
