Sky line and arcengine composite UI AB?

I asked the trainees who asked me how to train them, they only emphasize that skyline is characterized by the network release of large data volumes of images and 3D scenarios! Currently, public servants do not only need to look at images, but also have little information and performance in 2D. After reading a project in Beijing developed by the time-blank step and Supermap, they separately express 2D and 3D, it seems that this can only be done, so I thought about how to develop it under c/s. The combination of the engine and skyline should meet the requirements. However, there are some problems in the interaction between skyline and engine, both of which are ActiveX controls, I feel that cuiab is better. I just noticed that this stuff has not been deeply touched. My top priority is to deal with ArcGIS Server. This can only be used as a sideline research, in this way, writing can be opened without involving business secrets.
